This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.  

Job Summary:

The Information Services Division is looking for a highly motivated individual to join our team as a Deputy Assistant Director/Senior Applications Development Manager. This position is responsible for all system and application development for the Medicaid agency. This includes a mainframe-based Medicaid Management Information System and multiple .Net applications used to maintain our web presence. This position provides back up to the CIO/Assistant Director.

Major duties and responsibilities include but are not limited to: 

  • Functions as applications department manager responsible for a team of project managers and all AHCCCS applications development, maintenance, and enhancements for all production’s subsystems (24/7). 
  • Manage, through subordinate staff, the day to day operations of the computer applications area; all software changes (change management) to ensure program changes are fully operational and meet the needs of the Agency and statutory requirements; analyzes the quality of the information systems and approves changes to improve the efficiency of the system; monitors department productivity to ensure quality delivery of application products.
  • Performs tasks as the Deputy Assistant Director. Including acts as the AD when the AD is not available. 
  • Represents the AD on various steering committees and task forces. 
  • Writes, implements, and maintains short and long-range strategic plans to ensure that the most appropriate information systems for the Agency, within budget are implemented. 
  • Works with the Assistant Director to set the priorities in accordance with overall Agency goals and objectives to ensure the Agency successfully meets business needs. Maintains and improves systems management to achieve performance optimization, preventive maintenance, and problem isolation/resolution by planning, analysis, design, development, and enhancement across the entire division.
Knowledge, Skills & Abilities (KSAs):


  • Agency/State budget and fiscal policies and procedures. 
  • Agency/State procurement rules and regulations.
  • Agency/State human resource policies. 
  • Federal funding requirements.


  • Negotiate complex solutions to technical problems while ensuring the solutions meet the defined business needs in a cost- effective manner. 
  • Conceptualize systems and detail system flows at the data element level sufficient to integrate all parts of the system. 
  • Apply techniques such as prototyping, object-oriented programming, and case tools sufficient to complete requirements and develop application programs. 


  • Demonstrate prior success in the management of information systems projects. 
  • Provide management oversight and direction to subordinate IT personal.
  • Interact both technically with staff and vendor representatives and functionally with users through verbal and written communications sufficient to present clear and concise reports.
  • To interview and coach. 
  • Establish long range goals for the systems and programming staff while managing short range objectives. 
  • Evaluate new technology trends and have the ability to separate meaningful directions from "media hype" to secure solid position for ISD systems. 
  • Identify changing priorities and respond to day-to-day operational issues of routine and emergency nature. 
  • Ensure employee development. 
  • Effectively use verbal and written communication.
Selective Preference(s):


  • Bachelor's degree plus 8 or more years of related experience plus 3 or more years of management experience (or equivalent experience). 


  • Courses in computer science, accounting, budgeting, project management, organizational theory, and operations management. Five years’ experience in systems development, project management, computer operations, communications networks, database administration, and technical services. Three years’ experience with Arizona State processes, Three years of experience with Medicaid.
