Job Summary:

The Information Services Division is looking for a highly motivated individual to join our team as a Management Analyst 4. This position is responsible for conducting broad scope operational and/or program specific analyses of technology programs, projects, policies, procedures, systems, practices, and operations, for the purpose of documenting program and projects so that AHCCCS can gain approval of projects for enhanced funding and permission to proceed with technology activities. This position acts with independence in the performance of duties and can elicit complex concepts through meeting leadership and other techniques such as brainstorming, checklists, interviews, questionnaires and surveys to develop the documentation as required by both federal and state oversight. This position exercises considerable independence in performing difficult, involved, and varied analyses, and writing and data representation of results. This position provides technical assistance on difficult and novel problems utilizing interpersonal and team skills, and communication techniques. The Management Analyst 4 position requires familiarity with standards of budgeting, project management, technology development lifecycle, and an ability to read and interpret laws, regulations, and other directives as they apply to the duties of the position. This position will assume lead responsibilities for major aspects of projects, including leading system certification efforts, guiding the work of more junior team members, and planning work loads and schedules for the portfolio of documents, project justifications, and certifications for agency systems.

Major duties and responsibilities include but are not limited to:

  • Perform studies of policies, procedures, projects, programs, systems, practices, regulations, directives, operations and organizational structures to devise the most effective and efficient methods of accomplishing work.
  • Manage all aspects of system certification in concert with project managers and project teams.
  • Develop advanced planning documents (APD) to CMS-specifications using analysis of prepared project plans, budgets, cost benefit analysis, project reports, subject matter expert interviews, and other standard techniques for information gathering.
  • Develop project investment justifications (PIJ), presentations, and reports for information technology equipment and software purchases in accordance with the Arizona Department of Administration standards;
  • Work independently with agency staff, leadership, and outside entities to gather information for assigned work.
  • Analyze program and project goals, developing outcome measures and metrics for measuring performance.
  • Develop or update functional or operational manuals and policies outlining established methods of performing work in accordance with organization policy.
  • Develop goals, objectives, and procedures used to carry out program activities effectively.
  • May develop training materials and provide training.
Knowledge, Skills & Abilities (KSAs):


  • Principles and practices of public administration, budgeting and information technology with emphasis on effective planning, organization, and writing in a technology environment. 
  • Principles and techniques of business and information systems analysis, design, modification, and implementation. 
  • Operational/programmatic structures, applicable legislation, rules, regulations, standards, policies, procedures, resources and priorities. 
  • Technology development lifecycle standards. 
  • Project management standards, including project lifecycle, terminology and best practices.


  • Expert in Microsoft Office, especially SharePoint. 
  • Advanced written and verbal communications, including meeting management, data gathering techniques, and data representation. 
  • Advanced workload and time management.


  • Express ideas and information clearly and concisely, both orally and in writing. 
  • Interpret complex, technical information for use in written documentation, presentations, and other materials.
  • Develop new ideas from limited source materials and communicate that information effectively. 
  • Establish and maintain effective, cooperative relationships as necessary to conduct work.
  • Edit and evaluate the work of others.


  • Three years of management analysis experience appropriate to the assignment; 
  • OR five years of experience appropriate to the assignment; 
  • A Bachelor's or Master's degree in a field appropriate to the assignment will substitute for one or two years of the required experience
  • Respectively, but will not substitute for the required management analysis experience. 


  • A Bachelor's or Master's degree in areas of information technology, government affairs, or related fields. 
  • Advanced experience in Microsoft Office products, including SharePoint Online, Visio and Project. 
  • Experience in project estimation and budgeting. 
  • Experience in eliciting ideas and information from groups using data gathering techniques like surveys, brainstorming, and root cause analysis.
Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
