What You'll Do:

This position reports to the AHCCCS Director of Housing and serves as the Program Development Officer for the AHCCCS Housing team. This position will provide critical project management and program progress monitoring expertise in order to facilitate successful execution of the Housing and Health Opportunities (H2O) program and ancillary housing related projects, including implementation of Federal and State regulations and agency policy changes and initiatives. This position will be required to serve as lead subject matter expert in a variety of clinical and social risk factors of health arenas. This position is also responsible for assessing, designing and innovating existing or new Housing programs to benefit AHCCCS members. This position will work to continuously assess project feasibility; determine programs goals and develop implementation tools; and set effectiveness, efficiency, productivity, management/ internal control standards.

This position will require sufficient knowledge and understanding of agency initiatives and policies in order to facilitate and lead project teams and assess and improve overall effectiveness, efficiency, and productivity of the team when applicable; identify, diagnose and consult on problem areas related to implementation and goal achievement; and make decisions regarding alternative courses of action. Directly work as well as obtain resources necessary to achieve desired project objective; assume responsibility for the effective use of government resources; and coordinate with key officials both within and outside the organization to gain understanding and support for the project.

Major duties and responsibilities include but are not limited to:
* Support the Director of Housing Programs and housing program team members with project management and strategic planning of the Housing and Health Opportunities (H2O) program and ancillary housing initiatives.
* Provide Project Management support to the housing team in order to monitor and facilitate compliance of Managed Care Organizations and H2O Program Administrator with agency priorities related to housing initiatives including developing contract, policy and deliverables requirements.
* Provides leadership, guidance and recommendations in managing all aspects of a project’s life cycle and works with all related areas of the organization to define requirements, deliverables and timelines.
* Participate and/or present in external stakeholder meetings regarding social risk factors of health including state-to-state information sharing, webinars and research initiatives. This includes communicating with all stakeholders, including internal team members, external partners, contractors and members and their families.
* Facilitate cross divisional work group and meeting processes, from scheduling to agenda, to help meetings and projects stay on course and produce actionable goals and outcomes.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
* Principles, methods, and tools for effective project management
* Clinical expertise in the delivery of services in the various areas and functions of the health care system, including physical health, behavioral health services and long term care supports, population health, social risk factors of health and housing
* Health care industry, integrated care delivery systems, and Medicaid managed care concepts and practices, such as EPSDT and SDOH
* AHCCCS contracts and policies and the behavioral health delivery system in Arizona
* State and federal health care laws and regulations
* Theoretical and practical concepts of the health care market, State government organizations, health plan operations, provider contracting, processes and programs
* Concepts and techniques associated with strategic planning, implementation, quality management, medical management, process improvement and change management

Skills:
* Producing written information in a succinct and organized manner that is appropriate for intended audience
* Requires organizational skills to manage multiple projects simultaneously, prioritize projects and meet deadlines
* Must possess effective communication, presentation skills and research skills

Qualifications:

Minimum:
* 3 years of experience in public health, Medicaid, non-profit strategic planning, or project management.

Preferred:
* Bachelor's degree in Public Administration, Public Health, Business Administration, Communication, or related field and 5+ years experience in healthcare, public health, Medicaid, non-profit strategic planning, or project management. Project Management Certification preferred.

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
