This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.

Job Summary:

The Division of Community Advocacy and Intergovernmental Relations (DCAIR) is looking for a highly motivated individual to join our team as an Advocate. This position will be responsible for the delivery of Special Assistance to individuals with Serious Mental Illness (SMI) with an identified need (as defined by A.A.C. R9-21-104) with activities that include, education regarding an individual’s rights, advocate on behalf of clients, assist clients in protecting their rights and obtaining needed services and actively participate in the grievance and appeal process as necessary.

Major duties and responsibilities include but are not limited to:
? Provide intensive advocacy by representing individuals with SMI identified as in need of Special Assistance in the services planning, discharge planning and administrative grievance and appeals processes.
? Represent clients with less complex needs and more basic issues. Conduct meetings via telephone, video conference and in person as deemed necessary.
? Provide information, technical assistance and facilitate informational resolution of issues with the Regional Behavioral Health Authority (RBHA) and care providers to meet the needs of the caller.
? Promote consumer rights protection through outreach, the distribution of educational materials and facilitation of group education in the community.
? Initiate service to all incoming special assistance notification including but not limited to, initial outreach welcoming members to Office of Human Rights, explaining the role and preparing the member advocacy chart for permanent assignment.
? Provide advocacy to individuals with SMI though service & discharge planning, grievance, and administrative appeals processes, with the assistance of the Lead Advocate, Supervisor and Manager.
? Complete weekly/monthly activity reports and database (case list) entries in a timely manner.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
? Basic structure and operation of the behavioral health system service and discharge planning processes and consumer rights.
? SMI grievance and administrative appeal processes, rules, statutes, and regulations that define the standards of care applicable to the behavioral health system.
? Understanding and practical implication of application of applicable regulations, policies, and procedures.
? Practical application of working with the SMI population and their natural and formal supports.
? Intermediate knowledge of Google suites and Microsoft products.
? Understanding of HIPAA.
? Understanding of Arizona Administrative Code R9-21.

Skills:
? Negotiation skills including but not limited to collaborative communication.
? Strong interpersonal skills with people of diverse cultures and socioeconomic backgrounds and those in crisis.
? Effective written communication skills, including writing or reports and general correspondence.
? Time management and initiation, with ability to work with little or no supervision.
? Case preparation and presentation.
? Proficient at review and interpretation of policy and law.

Abilities:
? Communicate orally and in writing with members and their RBHA provider to facilitate resolution or presenting issues.
? Provide recommendations to the RBHA/MCO/provider for service delivery improvement.
? Present educational material and effectively present/educate on members rights protection through outreach and stakeholder engagement.
? Organize and prioritize multiple tasks and to re-prioritize as necessary.
? Conduct member meetings by telephone, video conference or in person as guided by standards of work and immediate supervisor.
? Research the Arizona Administrative Code R9-22 to enforce member rights.

Qualifications:

Minimum:
? Two years of experience in Arizona’s public behavioral health field and one year of experience in the provisions of advocacy.

Preferred:
? Bachelor’s degree in psychology, sociology, social work, public health, law or similar field.

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
* Travel is required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
