Job Summary:

The Division of the Grants Administration (DGA) is looking for a highly motivated individual to join our team as an Accounting Supervisor 2. This supervisory position will perform work of significant difficulty, managing the accounting of federal grants management functions of multiple behavioral health grants and contracts, including the oversight of all state and federal grant requirements for behavioral health federal funding. The position is grant funded and contingent upon the availability of funding.

Major duties and responsibilities include but are not limited to:

* Manage the daily grant financial processes for all federal grants, Interagency Service Agreements (IGA) and contracts to ensure daily business operations to comply with State and Federal regulations. Develop standard work and operating manuals. Analyze, review and provide recommendations for efficiency and improvement.

* Develop and submit grant applications to include review of funding requests and budget in accordance with grant requirements and State regulations. Review Notice of Award upon receipt including applicable terms and conditions, required deliverables and assist program in review and drafting allocation letter and scopes of work.

* Develop reports for Behavioral Health Services unit utilizing AFIS Information Advantage and other systems to ensure compliance with state and federal reporting requirements. This includes, but not limited to, the preparation of reports for Tribal and Regional Behavioral Health Authorities (T/RBHA) reporting, Schedule of Federal Awards (SEFA), Sub-Recipient Management, Federal Funding Accountability and Transparency Act (FFATA), E-Civis, AFIS encumbrances, cash management and other reports as needed.

* Review and write contractual finance language to ensure compliance with funding requirements. Daily oversight of contracts to ensure financial language and contract dates coincide with federal funding. Monitor encumbrances in AFIS to ensure contract funding is available to process payment requests. Communicate with appropriate internal staff to initiate amendments and change orders in APP.

* Supervise, train and provide cross training with other team members on Non-TXIX and grant funds and related activities.

* Research and extensive analysis to provide technical assistance to contractors, other state agencies and internal and external staff on State and Federal requirements.

Knowledge, Skills & Abilities (KSAs):

* State government, governmental accounting, accounting software and systems

* Effective supervision principles and performance management

* Federal Grants Management, Federal Regulations, and grant policies and procedures

* State Procurement Code, Arizona Procurement Portal (APP, State of Arizona Accounting Manual (SAAM) and Policies and Procedures

* Extensive Problem and Financial analysis and resolution

* Communicate effectively in verbal and written form

* Project Management


* Bachelor’s Degree in Accounting/Finance/Business with some background in governmental/fund accounting, federal grants management, and
* 5 years of experience in mid-level accounting work.

* CPA license
* Master’s degree in Business Administration or Accounting
* Prior governmental accounting experience

Pre-Employment Requirements:

* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
* Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
