This position is eligible for part-time/ full-time remote work (including virtual office arrangement). Must reside in the State of Arizona.
The Division of Business & Finance, Programmatic Payables Unit is responsible for the timely payment of all health plans/providers’ payments, claims, and deposits.

The Accounting Supervisor 1 will be responsible for effective management and operations of the Programmatic Payables Unit, including the timely and accurate processing, issuance and reporting of all programmatic providers’ payments and processing of deposits to the State Treasury. Manage and oversee sister agencies’ reconciliations of their sub funds for revenues and expenditures. Develop and implement new processes and procedures to enhance workflow and productivity in order to ensure that all payments and reconciliations are processed within scheduled timeframes
Major Responsibilities:
Direct supervision to one Accountant 1 and three Accounting Specialists:
- Provide training, support, and annual evaluations.
- Monitor team members’ workloads and performance.
- Monitor unit call center and identify areas for improvement or training.
- Lead unit’s Arizona Management System (AMS) huddle board meetings and encourage participation as well as continuous improvement. - Oversee the accuracy and quality of all work products.
Troubleshoot providers’ issues and concerns:
- Oversee, monitor, and reply to Health Plan/Provider Customer Service ticket questions,
concerns and requests. - Monitor AHCCCS Warrant Inquiry email inbox as well as responses.
- Review and approve providers’ refunds and return checks to make sure deposits are
completed in a timely manner. - Review and approve providers’ EFT’s application to ensure forms are accurate and
efficiently approved. - Collaborate with Department of Administration General Accounting Office and Provider
- Registration to fix vendor conversion/modification errors in system.
Management-level accounting:
- Management and operation of all receipts and expenditures of multiple funds to the
accounting system as appropriate and reconciliation of activity. - Run various expenditure/revenue data reports to summarize, reconcile, and provide to
Management. - Enhance existing reports as needed and manipulate large volumes of data.
- Oversee the processing of returned warrants and stale check report.
- Monitor and track interfaced and manual entry invoices to ensure timely and accurate
payments for providers and health plans. - Monitor various programmatic expenditure appropriations and quarterly allotments
recommending appropriation /allotment transfers as necessary to meet projected funding
needs. - Supervise fund transfers to other State Agencies as well as financial reconciliation
involving programmatic appropriated and non-appropriated expenditures, revenue,
deposits.
Knowledge:
- Principles, concepts, practices, methods, and techniques of government accounting and fiscal management (GAAP, GAAS).
- Federal funding process related to programmatic expenditure, including knowledge of the applicable Code of Federal Regulations (CFRs) and the Cash Management Improvement Act (CMIA).
- Mainframe, PMMIS, AFIS, Info Advantage, Cognos, Data Warehouse or other financial data warehousing and reporting tools and systems.
Skills:
- Analysis and interpretation of financial data and accounting systems.
- Supervisory techniques related to organization and management of staff.
- Interpersonal relationships as applied to individuals associated with this agency, other State agencies, and healthcare providers.
Abilities:
- To resolve problems and questions from management, peers, and subordinate staff regarding work processes, policies, and organization or methods of financial data compilation and reporting.
- Analyze and research problems independently. Able to determine the nature of problems and provide resolutions.
- Perform multiple tasks and meet established timelines as well as coordinate various assignments and establish priorities.
Minimum:
- Bachelor’s Degree in accounting or a closely related field.
- One year experience at the Accountant 4 level or equivalent.
Preferred:
- Master’s Degree in Business Administration or Accounting.
- 1 year of supervisory experience.
- Knowledge and experience of robust automated accounting systems including AFIS (Arizona Financial Information System).
* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
