This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meeting of expected performance measures.
The Division of Business and Finance is looking for a highly motivated individual to join our team as an Accountant 4. This position is located in the Financial Reporting Unit and is critical for preparing accounting and financial statements, maintaining financial data imported to a data warehouse environment, managing the annual financial statement and Single Audits and performing other special projects as required.
Major duties and responsibilities include but are not limited to:
- Reviewing, analyzing, validating and compiling with considerable independence, data for over $14 billion revenue and expenditure for the timely and accurately preparation of AHCCCS financial statements.
- Working in collaboration with the other accountants to maintain the design and development of the Agency’s transaction coding profile elements in Arizona Financial Information System (AFIS) necessary to enable an automated production of accrual and modified accrual basis financial statements within the statewide accounting system.
- Managing, coordinating and assisting with the agency’s external annual financial statement audit and Single Audit. Providing support for sample selections and testing and ensuring documentation is prepared and available to facilitate the timely conclusion of audits.
- Reviewing and reconciling the federal grant revenue and expenditures, including review of accounting transactions and balances to identify transaction errors and other processing problems for preparation of AHCCCS’s Statement of Expenditures of Federal Awards (SEFA).
- Performing financial reporting functions for the Medicaid School Based Services program that include participating in the review of claim calculation methodologies and performing audit review procedures and preparing summary reports for distribution to management.
- Assisting with special projects and preparing complex data analysis and reports including analysis, testing and research, and utilizing data warehouse for various reports. Participating in reviewing the manual entries for these reports to identify and complete the accrual entries for the Agency’s Financial Statements.
- Submitting recommendations to the management for internal control improvements and procedural changes.
Knowledge:
- Comprehensive knowledge of and ability to implement Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), Financial Accounting Standards Boards (FASB) and Governmental Accounting Standards Board (GASB) theories and concepts.
- Federal and State laws, regulations and policies governing AHCCCS’s programs as outlined in the Code of Federal Regulations (CFR), Arizona Revised Statutes, State of Arizona Accounting Manual (SAAM), and AHCCCS administrative policies and procedures.
- Methods and techniques of development of data processing related to large financial systems, and of financial research methodologies.
Skills:
- Microsoft Office applications, Google email and calendar applications, financial accounting systems and data warehouse applications.
- Strong problem-solving and analytical skills.
- Analysis, interpretation and communication of financial data.
Abilities:
- Ability to complete assignment within strict deadlines in a fast paced environment, working with considerable volume of data.
- Ability to work efficiently independently and in a team environment, to be highly adaptive and to embrace changes on a daily basis.
- Resolve problems and questions from management, peers, subordinate staff and staff with other State Agencies regarding work processes, policies, organization or methods of financial data compilation and reporting.
Minimum:
- Bachelor's degree in accounting or closely related field.
- Two years experience as an Accountant 2, 3, or equivalent.
Preferred:
- Experience in governmental or related financial accounting utilizing complex automated systems preparing variety of financial reports and statements.
- Preferred experience will include accounting experience obtained in the healthcare field.
- CPA license is a plus.
* Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

* Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
