The newly established Division of Community Advocacy and Intergovernmental Relations (DCAIR) ensures Health Plan and Program Contractors’ resolution of consumer affairs and human rights issues and compliance with related aspects of their contracts. DCAIR is looking for a highly motivated individual to join our team as a Human Rights Advocate I. This position will be responsible for the delivery of Special Assistance to individuals with a serious mental illness (SMI) with an identified need (as defined by A.A.C. R9-21-104) with activities that include: (1) education regarding an individual's rights, (2) advocate on behalf of clients, (3) assist clients in protecting their rights and obtaining needed services and (4) actively participate in the grievance and appeals process as necessary. Major duties and responsibilities include but are not limited to:
* Provide intensive advocacy by representing individuals with SMI identified as in need of Special Assistance in the services planning, discharge planning and administrative grievance and appeals processes. Represent clients with less complex needs and more basic issues.
* Promote consumer rights protection through outreach, the distribution of educational materials and facilitation of group education in the community.
* Conduct screening by telephone and occasionally in the field, provide information, technical assistance and facilitate informational resolution of issues with the RBHA's and care providers to meet the needs of the caller.
* Provide advocacy to individuals with SMI through the service & discharge planning, grievance and administrative appeals processes, with the assistance of Lead Advocate. Supervisor and Manager.
* Completes weekly/monthly activity reports and database (case list) entries in a timely manner.
* Other duties as assigned as related to the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
* Basic structure and operation of the behavioral health system.
* Service and discharge planning processes; consumer rights.
* SMI grievance and administrative appeal processes; rules, statutes and regulations that define the standards of care applicable to the behavioral health system.
* Negotiation skills including but not limited to collaborative communication.
* Strong interpersonal skills in working with people of diverse cultures and socioeconomic backgrounds and those in crisis.
* Communicate orally and in writing with members and their RBHA provider to facilitate resolution or presenting issues.
* Ability to present educational material and effectively present/educate on members rights protection through outreach and stakeholder engagement.
* Courses in psychology, sociology, criminal justice, medical terminology, administrative law, alternative dispute resolution, substance abuse, addiction, co-occurring disorders, social work, or counseling.
* Two years of experience in the behavioral health field, preferably in the context of the delivery of service in Arizona’s public behavioral health system.
