Job Summary:

The AHCCCS Procurement Office is looking for a highly motivated individual to join our team as a Procurement Manager . The Procurement Manager works leads the contracts unit virtually and is the primary decision maker on workload distribution for the unit, holds unit meetings, holds 1:1 meetings, carries out the functions and requirements of the AMS, updates internal policies, procedures and standard work, trains subordinate staff, attends planning division and program planning meetings, and manages the day to day functions of the team. Major duties and responsibilities include but are not limited to:

Job Duties:

* Assigns projects to and assists subordinate staff with creation of solicitations, reviews drafts, proof reads documents, helps to ensure timeliness of each solicitation, and approves work prior to issuing solicitations to the public. Plans and directs unit activity in accordance with the agency’s requirements.

* Monitors employee performance, writes reports and formulates plans for improvement. Effects disciplinary actions as required. Approves employee leave requests. Contributes to new staff recruitment by interviewing and making recommendations for selection.

* Monitors incoming procurement requests and develops work plans based on product / service request. Manages unit workflow in order to meet both office and agency objectives. Monitors incoming procurement requests and develops work plan based on the product/service categories and staff expertise.

* Creates, conducts, approves, and awards contracts in APP.

* Manages and oversees staff in a remote work environment. Holds regular staff meetings. Plans and attends meetings in person at the office as appropriate.

Knowledge, Skills & Abilities (KSAs):

* Considerable knowledge of public contracts management/acquisition process as well as working knowledge about the Arizona statewide electronic procurement system, APP.

* Considerable knowledge of highly complex and technical commodities/services within scope of responsibility.

* Skill in project management as well as negation strategies, techniques, and dispute mediation.

* Excellent ability to perform statistical and abstract analysis.

* Ability to plan, organize, coordinate and prioritize activities effectively and develop reports and policies and procedures.

Selective Preference(s):

* Highly specialized education and training such as a Bachelor’s Degree in business, purchasing or a related field.

* Professional certification through the Arizona State Procurement Office training and/or nationally recognized certifications such CPPO, CPPB, CPM, or other.

* Significant working experience using APP, for creating, conducting, and awarding solicitations.
