JOB SUMMARY:

The Division of Business and Finance (DBF) is looking for a highly motivated individual to join our team as a Premium Billing Supervisor.  This position oversees the monthly processing of payments received for various cost sharing programs.  Maintains processes for monitoring, testing and auditing posting activities utilizing various banking technologies. Manages the Premium Billing staff’s work flows to adequately respond to member inquiries in both English and Spanish for both the call center and walk-in customers.  Maintain accounting records that accurately reflect collection activities. Major duties and responsibilities include but are not limited to:

* As supervisor for Premium Billing staff, direct, train, instruct and counsel; develop work processes and procedures. Oversee staff’s conformance to all program standards, goals and objectives.

* Manage the Premium Billing call center ensuring there is coverage of customer calls both in English and Spanish.  Oversee that the customer calls are handled professionally, timely and accurately.  Provide assistance to staff with the more difficult customer service calls.

* Provide professional customer service with internal and external customers.  Conduct research and analysis of member accounts for internal and external customers concerns, issues and/or problems and provide resolutions.

* Monitor and reconcile Remote Payment Online transactions to ensure timely and accurate posting of online payments of KidsCare, Freedom To Work, Provider Registration Fees and Hospital Assessments.

* Reconcile daily bank lock box deposits and monthly premiums billed and collected (in CashPro, AFIS and PMMIS).  Review transfers and deposits for accuracy, timeliness and proper preparation.

* Reconcile credit card clearing account ensuring proper recording of credit card fees.  Perform reconciliations and schedules for the monthly financial review.  Review should include documentation for validating balance sheet accounts, addressing incomplete transactions and reviewing the reasonability of revenues. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

* Knowledge of accounts receivable processing system to include billing, posting of payments, reconciliation of payments, collecting payments, electronic payment processing and researching billing issues.

* Manage the Premium Billing call center ensuring there is coverage of customer calls both in English and Spanish.  Oversee that the customer calls are handled professionally, timely and accurately.  Provide assistance to staff with the more difficult customer service calls.

* Computer skills and work techniques required in financial automated accounting systems and in software applications in a Windows environment; Excel, Word, Access, Google Suite, and other PC based accounting databases, spreadsheet and mainframe software.

* Knowledge of basic principles, concepts, practices, methods and techniques of government accounting; rules, regulations and procedures governing premium billing and collection and ACH processing.

* The ability to research problems independently to determine the nature of the problems and provide resolutions.

* Develop and implement work processes and procedures and delegate work assignments and establish priorities.

SELECTIVE PREFERENCE(S):

* One year of governmental accounting experience or completion of at least 12 semester hours of accounting from an accredited college or university and three years of professional level accounting experience in business or industry.  

* A bachelor’s degree with a major in accounting from an accredited college or university may substitute for one year of the accounting experience in business or industry. 

* Preference is to have knowledge of the State Accounting System (AFIS), AHCCCS Premium Billing System, CISCO Supervisor/Agent Desktop, and Bank of America HRM/BAMS Access.

* Bilingual in Spanish is a plus.
